How we work

Our work starts with a strategic look at how administrative processes actually run - from the flow of cases and documents to how decisions are made and where bottlenecks occur. Through process optimization and an improved operating model, we define how systems should work to deliver greater efficiency, clear accountability, and full alignment with regulatory requirements.

 

We don't treat technology as the goal. It's a tool for improvement and it begins with replacing fragmented, manually run procedures with a single, controlled flow, where case and document management, process steps, and responsibilities are clearly defined and visible at every stage.

 

Once procedures are digitized and records are structured, the institution's accumulated documentation becomes something AI can work with. On that foundation, it can power semantic search across archives, assist in drafting documents, classify and route cases, and surface what would otherwise stay buried in files - while every action remains recorded and auditable. The order matters: structure the records first, and AI becomes a tool a public institution can actually stand behind.

Some for over a decade

The public institutions carry more digital load with each year. They administer healthcare and pensions, collect taxes, prosecute crimes, manage debt, run market inspections, and process the decisions of governments and parliaments. Each function needs software fitted to its mandate, its regulation, and the reality of the users behind it.

Over the past two decades, our teams have built and maintained core information systems for more than twenty public institutions across the region. A prison administration platform now used by 1,650 users across 30 penitentiary units. An excise tax redesign built from BPMN 2.0 up, with track-and-trace mechanisms and a pilot approved by more than twenty market and government stakeholders; state revenue from the redesigned process rose by 22% year over year in its first full year of operation. A public debt management system that replaced Excel workflows with a central, auditable core. A digital transformation platform for a national health insurance fund, integrating ministries, medical institutions, and suppliers through unified APIs. A core system rebuild for a national pension fund delivered twenty-seven core applications aligned with business and regulatory requirements. A public procurement platform for an air traffic control authority cut procurement costs by 20% in its first year. An electronic parliament for local assemblies. Anti-corruption information systems in two countries. Each was built to its mandate, integrated into national frameworks, and handed over for the institution to run.

Some of these systems have been in production for over a decade. When public sector software is built to be owned by the institution, it outlasts the administrations that commissioned it.
